It is the purpose of these rules to set forth the requirements for a criminal background check for each first-time applicant for a license issued by the State Board of Education and each applicant for his or her first license renewal on or after July 1, 1997. It is further the purpose of these rules to prescribe the procedure for revocation of an educational license. It is further the purpose of these rules to clarify whose criminal background check fees shall be paid by the Department of Education. It is further the purpose of these rules to clarify that the superintendent shall have the responsibility of reporting licensure violations of teachers to the State Board. It is further the purpose of these rules to add provisions concerning the requirement of criminal background checks for the employment of non certified personnel in school districts, and fraudulent acts by fiscal officers of public school districts. |
